It was created by a scammer with the intention of stealing money by promising to deliver nonexistent goods. Pet scammers create these websites to “deliver” pets bought from their Pet scam websites

Worldcarepet.org was registered on January 18, 2018 with Dynadot, LLC . It was registered using the following details:

Name:	Domain Admin ([email protected])
Address:	Room 604, WellTech Centre, Pat Tat Street Suite 1800, San Po Kong, Kowloon, H3A 3J2, Hong Kong

These details are correct as of today (February 4, 2018) but the name and address could possibly belong to an innocent third party if the domain was registered using a stolen credit card. Worldcarepet.org was registered using the email address [email protected]. It was registered and 17 days ago on January 18, 2018  and expires January 18, 2019. To look at it another way, this “company” only started January 18, 2018 and does not plan to be using the website after January 18, 2019 as it has only a 1 year registration. Would you trust these people enough to pay them money?
