A domain name registrar must be accredited by a generic top-level domain (gTLD) registry and/or a country code top-level domain (ccTLD) registry. The management is done in accordance with the guidelines of the designated domain name registries.

In a sense, a domain registrar will sponsor the person buying a domain and will then charge a yearly fee. Of course every domain registrar has terms and conditions which forbid any illegal activity. They are required to have an abuse email like [email protected] are normally very receptive to shutting down scammers websites.
