It helps if you know what a domain registrar is.

In a sense, a domain registrar will sponsor the person buying a domain and will then charge a yearly fee. Of course every domain registrar has terms and conditions which forbid any illegal activity. They are required to have an abuse email like firstname.lastname@example.org are normally very receptive to shutting down scammers websites.
