How do scammers get fake websites? A case study of Constantine Ngog Mbufung

Whilst Petscams.com usually focuses on exposing fake websites, it may be interesting for readers to know how the scammers themselves are able to quickly get their hands on huge quantities of fake websites. The answer to this question in short is that they employ individuals to create these websites for them. You guessed it, even web developers can go rogue too!

I will demonstrate an adapted case-study exposure of one such fake website developer below, which I originally developed for another website. This individual specialises in the creation and hosting of fake pet websites!

Constantine Ngong Mbufung (Website developer for Scammers)

Identification:

This Cameroonian website developer, based in Douala, has a long track record of facilitating advanced-fee fraud by creating the websites used by scammers through his companies CM Media Group and Next Generation technology group. In fact, the latter’s email appears as the administrative contact on all of the websites affiliated with Constantine. These websites span from 2nd June 2017 to the 12th June 2019 and a total of 64 websites have been recorded in Artists Against 419’s database.

Here is a partial list of fraudulent domains that Constantine has facilitated as web developer of:

http://www.bestbengalkittenshome.com; http://www.minigoldendoodlepupshome.com; http://www.aplshippingline.com; http://www.cuteshihtzupuppys.com; https://www.cutepomspuppies.com; http://www.dachshundpuppys.com; http://www.reliablecontainers.us; http://www.cannabisonlinedispensaryintl.com; http://www.globalpacificchemicals.com;

Please see here for the full list of domains

Clearly a special interest of Constantine’s are petscams and their affiliated fake couriers, however there is evidence of pharmaceutical, fake documentation and CBD oil scams too. What is truly shocking, however, is the blatantly false ways in which domains have been registered. The below is registrant information for http://www.angelkittensworld.com to illustrate this point:
Registrant Name: Pamela

Furthermore, let’s look at the following in closer detail which is a domain affiliated with the Pamela registrant details to demonstrate that Constantine has knowingly facilitated in the creation of these websites:

Note that the phone number for [email protected] is +237.693101501. This is the same phone number registered on an app development company website for CM Media Group, which Constantine himself claims to be the owner of.

It seems that as well as growing businesses brands, Constantine is evidently just as interested in growing scammers brands:

Constantine also enjoys a career as the self-appointed dean of “Douala School of AI,” an institution likely founded on reinvested funds from his web development company. The website, https://doualaschoolofai.cm/, states that it is an “international school dedicated to studying, teaching, and creating Artificial Intelligence to help solve the world’s most difficult problems.”
